HUD Continuum of Care Program
The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness by providing funding for efforts by non-profit providers and state and local governments and promoting access to and effect utilization of mainstream programs by homeless individuals and families.

BRACH serves as the Collaborative Applicant, as designated by the Continuum of Care.

The CoC Application, CoC Priority Listing, and Project Applications will be available in e-snaps. Collaborative Applicants and project applicants will be able to access the applications to review, update, and enter information that is required for the application process.
Organizations interested in applying for funding through the Local Competition should contact Shayla Washington at shayla@blueridgehomeless.org for information on local funding priorities, applicant eligibility, and to access a project application.
Project proposals are due to the CoC Lead Agency in e-snaps by December 14, 2025.

The BRACH Governance Board’s Project Evaluation Committee will score and rank projects using the 2025 rating and review procedure, which will be posted when the application is live.

Homeless and Special Needs Housing Grant Programs
The mission of the Homeless and Special Needs Housing unit (HSNH) within the Virginia Department of Housing and Community Development (DHCD) is to ensure homelessness is rare, brief, and non-recurring. To that end, HSNH administers a continuum of state and federally-funded homeless service programs to address housing and stabilization services for individuals and families at-risk of or experiencing homelessness in the Commonwealth. HSNH works closely with communities and an array of service providers including non-profit organizations, units of local government, and housing authorities, to ensure comprehensive homeless services are provided effectively and efficiently in accordance with best-practice models to maximize limited resources.
